Voting Question: Economist which city is much business friendly?

I have more than enough money for capital to start my own business but I am debating on where to start my business. I live in Honolulu, HI and I live in my family's house that has no mortgage payments. Another city I was interested in is Seattle but I have listed some pros and cons the 2 cities. Please add more if you know any Honolulu PROS: 1. Many tourist with money to burn 2. Lower salary expenses compared to Seattle 3. Lower property taxes compared to Seattle CONS 1. High Income tax 2. Less population with little disposable income 3. More ristrictions Seattle PROS: 1. No income tax 2. Higher population with more disposable income 3. Business friendly laws CONS: 1. High Property taxes, if profits from business is lower than the property value of my home, I pay more taxes. 2. High Salary expenses. Average salaries are 8,000 annually higher than Honolulu. 3.
